What Happened?

Hackers linked to the LockBit ransomware gang slipped into a Tyler-hosted cloud segment that houses STAR application data. Soon after, LockBit boasted online that it had dumped roughly 1 GB of files tied to the District of Columbia Department of Insurance, Securities & Banking (DISB) and threatened to expose more-claiming, without official confirmation, that some material related to the U.S. Securities and Exchange Commission.

The attackers accessed highly sensitive personally identifiable information (PII), including:

  • Full names
  • Contact details (e-mail addresses, phone numbers)
  • Dates of birth
  • Social Security or Individual Taxpayer Identification numbers
